Six-State basin alliance

California · Colorado · Arizona · Utah · Nevada · New Mexico — Colorado River corridor stress test for AIP rollout.

Crisis. Shrinking runoff, reservoirs under lethal strain, booming demand—the basin refuses symbolic cooperation. Stability means shared water + power math, not press releases between droughts.
Regional fix. Start with an interstate compact binding the six—coordinate policy, staged desal + battery corridors, financed through a separately defined regional funding plan. Skip fantasies that sixty Senate moods appear before physics does.
Cooperation as stability. Fiscal plumbing anchored in entity-level GRT (same receipts doctrine as mainland Project 2075 chapters) attaches revenue to mutually published commitments. Inspectable receipts are how neighbors rehearse perpetual joint stewardship instead of collapsing into mistrust loops.
Statewide AIP + constitutional ergonomics. Mechanics are published on Project 2075 — begin with the GRT chapter, then widen through the civic stack hub. Rolling AIP statewide inside each cooperating member stacks evidence. If enough states converge voluntarily on interoperable statutes, centralized federal constitutional and compact requirements still need explicit legal review—voluntary cooperation can build evidence but does not bypass applicable law.

Keep the regional test distinct from national funding

AIP starts with capital invested early in an individual’s life. Individually owned Stability Accounts are intended to support healthcare, education and retirement through investment growth. GRT supports initial capitalization, transition commitments and the remaining public responsibilities.

The six-state water-and-energy proposal is a separate regional concept. Its technology returns cannot be booked as national healthcare or education revenue. A smaller 0.15% regional rate scenario is not the national 2.5% long-term target.

Desalination requires net energy. Any claimed energy recovery must show inputs, outputs, capital costs, operating costs and independently measured performance. No assumed battery breakthrough can fund services before it exists.

The listed annual allocations total $41.25B against the claimed $26.8B surplus: a $14.45B shortfall even in that favorable scenario. The $6.5B “tax elimination” line is foregone revenue, not a service expense; it needs consistent accounting.

Interstate agreements require a legal assessment of existing compacts, federal powers and any congressional-consent requirement. State participation is not established here.
